The Secretary General of the Ministry of Health of the Republic of Indonesia, Kunta Wibawa Dasa Nugraha, personally opened the Work Culture Townhall held in person at the Garuda Auditorium, Semarang Campus Building of the Semarang Health Training Center (Bapelkes), on February 6, 2026. This activity was organized to align performance and strengthen the implementation of work culture within the Technical Implementation Unit (UPT) of the Center for Apparatus Competency Development (P2KA). The townhall was also part of a roadshow by the Secretary General of the Ministry of Health alongside the Head of the Center for Apparatus Competency Development to Kemenkes Corporate University campuses, with Bapelkes Semarang serving as the initial kick-off location. This event is a concrete follow-up to the 2025 Pulse Check Survey results, aimed at ensuring that work culture changes within the Ministry of Health—specifically at the Kemenkes CorpU Bapelkes Semarang Campus—proceed systematically and effectively.

 

The event began with a presentation by the Head of Bapelkes Semarang, Khudhori, regarding the institution's profile and its strategic role in supporting health apparatus competency development. Subsequently, the Head of the Center for Apparatus Competency Development, Dwi Meilani, delivered Bapelkes Semarang's achievements. Based on the 2025 Pulse Check Survey, Bapelkes Semarang ranked second out of seven Corporate University Centers with a score of 3.49, placing it in the high category and above the average for Ministry of Health work units.

 

In his guidance during the interactive dialogue session, Secretary General Kunta emphasized that the Corporate University must not only focus on training excellence but must also provide a real impact on improving organizational performance. The Secretary General encouraged the realization of an open and collaborative work culture, as well as the strengthening of partnerships with universities.

Before the main event took place, the activity began with a facility tour of Bapelkes Semarang. Secretary General Kunta reviewed the modern infrastructure at the Semarang Campus, including classrooms, the library, dormitories, and a podcast room as a symbol of digital readiness. The main dialogue session was conducted using a circular, floor-seating (lesehan) concept to reduce bureaucratic distance, enabling honest two-way communication between leadership and staff.

 

As a highlight of appreciation, Secretary General Kunta presented the "Hero of the Month" award to outstanding employees as a form of recognition for their extraordinary dedication to supporting organizational transformation. Additionally, awards were given to high-performing employees who achieved exceptional milestones for the organization.

While in the podcast room, Secretary General Kunta also took the time to record a podcast about the importance of implementing a knowledge-sharing culture among Civil Servants (ASN). Secretary General Kunta reminded everyone that knowledge should not be kept to oneself but should be shared so that its quality increases through feedback from colleagues. The implementation of this culture is part of a transformation to eliminate siloed work systems. By complementing each other and viewing problems from various perspectives, ASN are expected to build solid cooperation. The ultimate goal is to solve public health issues more effectively and efficiently through integrated collaboration.

"The more we share knowledge, the better our knowledge becomes. So, knowledge is not just for oneself. We share it with colleagues so there will be input, and our knowledge grows. As ASN, our work culture is now changing; we don't want silos, we want collaborative work. The goal is to solve problems for public health," said Kunta.

Through this activity, the entire ranks of Bapelkes Semarang are committed to continuing to drive the implementation of the CorpU work culture to become a center of excellence and competitive learning reference within the Ministry of Health.

Bapelkes Semarang is expected to further solidify its role as the learning engine of the Kemenkes Corporate University, as well as the driving force for learning and health apparatus competency development within the Ministry of Health.
